Fractional CFO in Dubai and the UAE: A Guide for Founders and Scale-Ups

What is a fractional CFO in Dubai and the UAE?
A fractional CFO gives a UAE business experienced CFO-level leadership on a part-time basis without making a permanent executive hire. The role should go beyond bookkeeping and monthly reporting: cash and forecasting, fundraising, capital allocation, board support, finance-function development, M&A and other decisions where financial judgement affects the outcome. For a scaling business, the key question is not simply whether a fractional CFO is cheaper. It is whether the business has reached a point where senior financial decisions carry consequences that the existing finance team is not equipped to own.

A Fractional CFO Is Not a Part-Time Accountant

This distinction matters because the UAE market uses the term “fractional CFO” for very different services.

At one end, you will find outsourced finance providers covering bookkeeping, VAT, management accounts and basic reporting.

Those services can be useful.

But they are not the same as having an experienced CFO sitting with the founder and board making decisions about capital, cash, scale or transactions.

A genuine CFO should be dealing with questions such as:

Mohamed’s CFO Principle: finance production tells you what happened. CFO judgement helps decide what the business should do next.

Mohamed Chaudry’s UAE CFO Decision Framework

Before hiring any fractional CFO in Dubai or the UAE, I would work through six questions.

01 · Need

What Problem Are You Actually Solving?

Separate bookkeeping, reporting and controller work from genuine CFO-level decisions.

02 · Consequence

What Happens If You Get It Wrong?

The stronger the consequence of a financial decision, the stronger the case for experienced CFO judgement.

03 · Capability

What Must the CFO Have Actually Done?

Match the experience to the problem: fundraising, scale, transformation, PE, M&A, exit or board leadership.

04 · Engagement Model

Fractional, Interim or Full-Time?

Choose the intensity and duration of CFO support based on the situation rather than forcing every company into the same model.

05 · Economics

What Are You Really Paying For?

Compare seniority, scope and decision responsibility rather than comparing a CFO mandate with a bookkeeping package.

06 · Track Record

Has the CFO Done This Before?

Ask for evidence of operating, capital and transaction experience relevant to the decisions your business faces.

Need → Consequence → Capability → Engagement Model → Economics → Track Record.

1. Work Out What You Actually Need

Do not hire a CFO because the title sounds appropriate for the stage of the company.

Start with the work.

Your main need Likely level of support
Bookkeeping, VAT, payroll, reconciliations Bookkeeper or accountant
Month-end close, controls, statutory reporting Financial controller
Budgeting, analysis and routine forecasting FP&A or finance director support
Cash strategy, capital allocation and board decisions CFO-level leadership
Institutional fundraising CFO with genuine capital-raising experience
Restructuring, transformation or major transaction Experienced Operating or interim CFO
Large, complex finance organisation requiring daily leadership Full-time CFO

Hiring a CFO to do controller work is expensive.

Expecting a controller to make CFO-level capital and transaction decisions can be much more expensive.

2. Hire for Consequence, Not Revenue

Founders often ask me what revenue level means a company is ready for a CFO.

There is no reliable universal number.

A relatively small company preparing for institutional capital may need experienced CFO judgement immediately.

A larger, stable business with simple economics and a strong finance team may not.

The better question is:

What does getting the next financial decision wrong cost us?

That decision could involve:

Once those decisions become material and difficult to reverse, the business has moved beyond routine finance.

When Does a UAE Scale-Up Need a Fractional CFO?

The clearest signals are usually these.

1. You Are Raising Institutional Capital

The business needs an integrated model, funding requirement, use of funds, investor materials, diligence preparation and somebody capable of defending the numbers.

2. Growth Is Outrunning the Finance Function

Revenue, headcount or geography is expanding, but reporting, forecasting, controls and cash visibility have not kept pace.

3. Cash Has Become Difficult to Predict

The bank balance is visible, but management cannot confidently explain where cash will be three, six or twelve months from now.

4. The Board Is Asking Questions Finance Cannot Answer

Management accounts exist, but management cannot turn the numbers into a decision about hiring, capital, growth or risk.

5. You Are Preparing for a Transaction

An acquisition, disposal, restructuring, GCC expansion or eventual exit creates financial work that starts long before the transaction itself.

These are all different symptoms of the same problem:

The financial decisions have become more consequential than the existing finance capability.

When You Do Not Need a Fractional CFO

This is equally important.

You probably do not need a fractional CFO if your main problem is:

Those are legitimate finance needs, but a good accountant or financial controller is normally the more appropriate and economical answer.

A CFO should not be an expensive way of fixing a bookkeeping problem.

How Much Does a Fractional CFO Cost in Dubai and the UAE?

The UAE market contains two very different categories under the same title.

Indicative monthly level What you are generally buying
AED 4,000 to 10,000 Outsourced finance, bookkeeping oversight, VAT, management accounts and controller-style support
AED 15,000 to 40,000+ Experienced fractional or Operating CFO working with founders and boards on capital, scale, M&A, restructuring and exit
Potentially higher or project-scoped Intensive fundraising, interim leadership, PE-backed transformation, restructuring or transaction mandates

These are not three prices for the same job.

They are different levels of work.

That is why comparing providers on monthly fee alone is misleading.

The detailed UAE pricing guide explains what changes the fee and when fractional stops making economic sense.

Why Fractional Can Make Sense in the UAE

A fractional model can suit a scaling UAE company that needs senior financial leadership but cannot yet justify that capability five days a week.

It also gives the company flexibility.

The engagement can increase through a capital raise, transaction or period of rapid growth, then reduce once the intensive work is complete.

That can be more sensible than hiring a permanent executive before the business has permanent executive-level complexity.

The important point is not simply that fractional is cheaper.

Mohamed’s Fractional Rule: use fractional when you need the judgement permanently but not the person permanently.

Fractional vs Interim vs Full-Time CFO

These models solve different problems.

Model Best fit Typical situation
Fractional CFO Part-time, ongoing senior judgement Scaling company with recurring CFO-level decisions but no need for a permanent full-time executive
Interim CFO Full-time, temporary leadership Fundraise, restructuring, transformation, transaction or sudden leadership gap
Full-time CFO Permanent daily executive leadership Sustained organisational complexity, substantial finance function and continuous executive demands

A company can move between these models.

It might use a fractional CFO during steady growth, increase to an interim mandate during a major transaction, then eventually recruit a permanent CFO.

What Should a Fractional CFO Actually Own?

The scope depends on the company, but experienced fractional CFO work typically sits around decisions rather than finance production.

Area CFO responsibility
Cash Forecast liquidity, downside and funding requirements
Forecasting Build a forward view management can use to make decisions
Capital Determine how much to raise, when and for what purpose
Board Turn financial and operating data into decisions, risks and actions
Scale Build finance capability, reporting and controls for the next stage
M&A Model, diligence, assess value and support transaction execution
Exit Prepare earnings, cash, forecasts, diligence and transaction materials
Leadership Challenge management assumptions and improve financial decision-making

Fundraising Requires a Different Type of CFO Experience

This is where founders need to be particularly careful.

A strong financial controller is not automatically a strong fundraising CFO.

Fundraising requires experience across the full financial workstream:

Ask candidates what they have personally done.

Do not accept vague claims such as “supported fundraising”.

Ask what they owned, what was raised, what diligence involved and what happened at close.

Mohamed’s Fundraising Test: ask the CFO to talk you through the last raise they personally took from model to diligence to close.

How to Choose a Fractional CFO in Dubai or the UAE

I would ask seven questions.

1. What Have You Actually Operated?

Advisory experience is useful, but operating inside companies creates a different understanding of cash, teams, boards and consequences.

2. Have You Raised Capital Yourself?

If fundraising is part of the mandate, ask for specific experience rather than assuming every CFO has it.

3. Have You Been Through M&A or an Exit?

Transaction experience matters if the company is acquiring, selling or preparing for institutional ownership.

4. Can You Build and Challenge the Model?

The CFO should understand the operating drivers behind the forecast rather than relying on somebody else’s spreadsheet.

5. Can You Work With the Board?

Senior finance leadership requires communicating decisions and risk clearly, not simply producing reports.

6. Do You Understand the UAE and GCC Context?

International experience helps, but regional operating experience matters when companies are expanding across jurisdictions and dealing with local investors, banks and business structures.

7. Will You Tell Me When I Do Not Need You?

A credible CFO should be able to distinguish between a genuine CFO mandate and work that should be handled more economically by a controller or accountant.

What My Own CFO Experience Looks Like

I have spent more than 25 years in finance leadership across growth, capital, transformation and transactions.

That includes:

That is the lens I use when deciding whether a company needs reporting support, a fractional CFO, an intensive interim mandate or a permanent CFO.

The title is less important than the problem the business needs solved.

Mohamed’s UAE CFO Pressure Test

If you are considering hiring a fractional CFO, answer these questions.

The Need

  • Is the problem genuinely CFO-level?
  • Could a good controller solve it?
  • What decision do we need the CFO to own?

The Consequence

  • What happens if we get the decision wrong?
  • Is the decision difficult to reverse?
  • Does it materially affect capital, cash, ownership or enterprise value?

The Capability

  • Has the CFO actually done what we need?
  • Can they challenge management rather than simply report to it?
  • Can they communicate with investors and the board?

The Model

  • Do we need part-time ongoing support?
  • Do we need full-time support through a defined chapter?
  • Has the business reached permanent CFO complexity?

The Economics

  • Are we comparing equivalent levels of work?
  • Are we paying CFO rates for controller work?
  • Are we expecting CFO judgement at bookkeeping prices?

The Track Record

  • Can the CFO show relevant operating experience?
  • If we are raising, have they raised?
  • If we are transacting, have they transacted?
  • If we are scaling internationally, have they operated across markets?
If you cannot clearly state what decision you need a CFO to own, do not start by hiring one.

Frequently Asked Questions

What is a fractional CFO in the UAE?

A fractional CFO is an experienced CFO who works with a business part-time rather than as a permanent full-time executive. The role should provide senior financial judgement around areas such as cash, forecasting, capital, fundraising, board decisions, scale and transactions rather than simply bookkeeping or routine reporting.

How much does a fractional CFO cost in Dubai or the UAE?

Experienced fractional or Operating CFO support in the UAE is commonly around AED 15,000 to AED 40,000+ per month depending on seniority, scope and time commitment. Lower-cost services around AED 4,000 to AED 10,000 are generally outsourced finance or controller-style support rather than experienced CFO leadership. Intensive transaction, restructuring or fundraising mandates can be higher or project-scoped.

When should a UAE scale-up hire a fractional CFO?

The strongest trigger is consequence rather than a particular revenue level. A fractional CFO becomes relevant when the company is raising institutional capital, scaling faster than finance can support, struggling to forecast cash, facing board-level decisions or preparing for a material transaction.

What is the difference between a fractional CFO and an accountant?

An accountant primarily records, reconciles and reports financial activity. A CFO uses financial information to help management make forward-looking decisions about cash, capital, growth, risk, fundraising, transactions and strategy. Both are important, but they solve different problems.

What is the difference between a fractional CFO and an interim CFO?

A fractional CFO normally provides part-time ongoing leadership. An interim CFO normally works full-time for a defined period, such as a fundraising process, restructuring, transaction or leadership gap. The appropriate model depends on the intensity and duration of the business need.

Can a fractional CFO help raise capital in the UAE?

Yes, if the CFO has genuine fundraising experience. The role can include the financial model, funding requirement, use of funds, deck-model reconciliation, data room, investor questions, diligence and transaction support. Founders should verify that the CFO has personally worked through these stages rather than assuming every CFO has fundraising experience.

Is a fractional CFO worth it for a UAE scale-up?

It can be when the business faces consequential financial decisions but does not yet need a permanent CFO every day. If the requirement is primarily bookkeeping, VAT, payroll or routine reporting, a good accountant or controller is usually a better-value solution.

How do I choose a fractional CFO in Dubai?

Start with the problem you need solved, then look for direct experience in that problem. Ask about operating roles, capital raised, transactions completed, board exposure and regional experience. Match the engagement model to the intensity of the work and compare providers on capability and responsibility rather than price alone.
